We found a surprising variety of ways that the term 'collection' was
used by our respondents. Indeed some of them explicitly remarked that
the term was fuzzy or problematic. In this roundtable discussion we
want to consider current understandings as well as possible alternate
aspects of meanings of the concept of collection. We also want to
consider whether we need new, related but distinct concepts,
engendered by the evolving understanding of the potential and
practice of creating and using digital resources and their relation
to the use of physical resources.

Two issues that Pete Johnston has
recently posed to the DC Collection Description Working Group:
1. to clarify the data model underpinning the DC CD AP and to
establish whether (for both the physical and digital cases):
(a) we are treating services as a subtype of locations and describing
a single relationship type between a collection and a location/service
(which is the approach we've taken to date), or
(b) we are treating locations and services as distinct entities (and
if so, we then need to decide whether we need to describe two distinct
relationships between collection and location, and between collection and
service)
2. to present whatever proposal(s) we come up with as a result of (1)
in a form which
(a) can be generalised to types of resources other than collections
(b) addresses the potential for confusion with the current usage of
dc:identifier
(c) is compatible with the definition and usage of dc:publisher

Topic: Best practices for OAI data
providers and service providers
As the OAI protocol has become more widely adopted, some broad areas of
concern have surfaced -- mainly through the documentation of service
providers -- that would benefit from the documentation of best
practices.
The Digital Library Federation (DLF) is convening a group to develop best
practices and guidelines for both data providers and service providers. A
DLF working group will have its first face-to-face meeting this summer.
Working group goals include developing:
- Best practices for OAI data provider implementations, including
OAI identifier and datestamp practices, use of sets, use of descriptive
containers, etc.
- Best practices for creation of "shareable" or "interoperable"
metadata to expose via the OAI protocol
- Sharing mechanism for tools, strategies, etc for service
providers

OAI in the cultural heritage sector. See her description of the study
below:
"I will present the study I made for the Open Archives Forum project in Europe. That project is
intended to spread the use of the OAI protocol in Europe and is funded by
the European Commission. The partners are technology-oriented (UKOLN in
the UK, CNR-ISTI in Italy and Humbold University in Berlin). It has asked
people in specific areas to examine the potential use of the protocol,
notably in the cultural heritage sector. A first study had been led on the
potential use of the protocol by archivists, then a lawyer made a study on
IPR issues related to the use of the protocol, then I made, with the help
of David Dawson, from the Council of Museums, Libraries and Archives in
the UK, a study on the existing practices in the cultural heritage sector.
We tried to identify the main issues for the use of the protocol in the
heritage sector and how existing projects have coped with them. The
user/functional bias means that it relates to both the applications
devoted to data aggregation and the technical features of the protocol.
